From Gary to DC: Building Power Under Domestic Colonialism – ASPE

After severe storms left thousands in majority-Black Gary, Indiana, without power for days, residents were forced to confront a deeper question: who controls the infrastructure our communities depend on? This Assata Shakur Popular Education (ASPE) session connects Gary’s current crisis to DC’s struggles over utilities, development, and political self-determination through the framework of domestic colonialism. We’ll examine how outside governments and corporations extract from Black communities while limiting their control over essential resources and institutions. And we’ll discuss what it means to build organized community power capable of challenging that control.
