SUMMARY:Criminalizing DC Youth: The Politics of Curfews and the Need for Community Control
DESCRIPTION:As DC officials consider a renewed juvenile curfew in the name of “public safety\,” a familiar pattern is emerging: the criminalization of working-class Black youth and the expansion of state control over our communities. Curfews do not address the root causes of harm—lack of resources\, disinvestment\, and exclusion from decision-making. Instead\, they give police broader authority to stop\, surveil\, and detain our youth simply for existing in public space. This Assata Shakur Study Group session will examine how curfew policies function as tools of social control\, not solutions to violence. We will break down the political logic behind “tough on crime” approaches and expose how they shift responsibility away from the city and onto the youth themselves. At the same time\, we will explore PACA’s vision for community control\, one where residents\, not police\, have real decision-making power over safety\, resources\, and the conditions that shape our lives. \nFood will be provided! \n

DESCRIPTION:“Teen Takeovers” aren’t chaos. They are a response! \nBlack working-class youth are growing up with closed schools\, underfunded programs\, over-policing\, and no real investment in their futures. When the system abandons them\, they create their own spaces to be seen\, heard\, and together. This is what rebellion looks like when basic needs go unmet. What we’re seeing is not just frustration—it’s potential. \nThese moments show that youth are already moving\, already gathering\, already pushing back. Instead of criminalizing them\, we should be organizing with them. This is an opportunity to build leadership\, develop political consciousness\, and turn energy into collective power. \nTurn out for them to show them real\, revolutionary support at a time when all our regarding them as the problem. \nJoin us Saturday\, April 11 to demand an end to all juvenile curfews and fight for real solutions rooted in community power and democracy.

SUMMARY:People's Pan-African Wellness Front - Health Services for the People by the People
DESCRIPTION:D.C.’s healthcare system\, like the rest of the U.S.\, is profit-driven and structurally racist. Black residents—especially those east of the Anacostia River—suffer from higher rates of chronic illness and maternal mortality and life expectancy gaps of over 15 years compared to white residents. Pan-African Community Action (PACA) has launched a revolutionary survival program to provide practical services while building political power. The People’s Pan-African Wellness Front (PPWF) is a community-based grassroots program led by PACA to confront the health disparities impacting African/Black working-class communities in Southeast Washington\, D.C. Inspired by revolutionary legacies like the Black Panther Party’s People’s Free Medical Clinics and the Cuban healthcare model\, this program seeks to deliver immediate relief while organizing toward long-term self-determination and community control of health. \nThe PPWF will provide: \n\nFree high blood pressure screenings\nFree glucose tests (diabetes screening) (available upon request)\nFree hygiene products and medical supplies\nFree health information and guidance for preventative care\n\nAs well as political education on community control of health and radical health programs\, including the Black Panther Party’s Free Medical Clinics and the Lincoln Detox Center. Medical professionals will also be available to answer health-related questions. Come out March 22nd either to receive services and/or to learn how to come involved with later phases of the program to scale up services\, expand into more neighborhoods\, and anchor broader campaigns around community control. This effort is part of PACA’s broader strategy to build forums for participatory democracy and build a mass movement for power. \nThis is more than a health program—it’s a step toward Black self-determination. We welcome healthcare workers\, students\, community members\, and all who are ready to organize\, learn\, and build power. \n
